Since June 28th, tourists from China have been allowed to visit Taiwan as individuals rather than as part of a tour group. At first, only people from the cities of Beijing, Shanghai, and Xiamen were eligible for the new “free independent traveler” (FIT) program.

从6月28日起,陆客来台观光已从以往必须跟团,改为可以个人旅游的方式。初期只有来自北京、上海及厦门的民众适用这个新的「自由行」(FIT)计划。

 

This change was hailed as a boon to Taiwan’s travel industry, as it was expected to bring more wealthy tourists and young people, who would like to experience another side of Chinese culture. Businesses such as hotels, department stores, restaurants, and other stores related to tourism are anticipating significant benefits. As of 2010, 3,200 Chinese tourists were visiting Taiwan per day, and by May of this year, the total number of mainland tourists that had come to Taiwan exceeded 2.3 million.

这次的变革被誉为台湾旅游业的一个利多,可望带来更多喜爱体验海峡另一岸中华文化的富有观光客和年轻人。如饭店、百货公司、餐厅及其他与旅游业相关的商店等业界,都对显著获利有所期待。去年(2010年)开始每天有3200名陆客造访台湾;而截至今年五月为止,陆客来台总人数已经超过两百三十万人。

 

It is expected that approximately 90,000 independent tourists from China will come to Taiwan by the end of this year. While this is exciting news for the tourism sector, it does pose concerns for government security services. Officials worried that their agencies did not have sufficient staff or resources to ensure that FITs will not stay past their 15-day limit in the country, go missing, or stay in Taiwan to work illegally. It is hoped, though, that things will go smoothly, and that this new program will help Taiwan’s tourism industry grow.

在今年年底前,预计会有将近9万名自由行的陆客来台湾观光。对于旅游业而言,这确实是个令人振奋的消息,然而同时也成为政府安全机构关切的事。官员表示,政府的安全部门忧心他们并没有足够的人力或资源,以确保自由行的陆客不会在台滞留超过15天的上限、失踪或非法打工。即使如此,仍然希望这项计划能顺利施行,并且对于台湾旅游业发展有所帮助。
