For over forty years, Taiwan has provided medical assistance to developing countries worldwide. Originally, this aid came from medical teams sent to allied nations by the central government. The International Cooperation and Development Fund (ICDF) which was established by the Ministry of Foreign Affairs, sent its first team of doctors to Libya in 1962.
40年来,台湾提供医疗协助给世界各地的开发中国家。最初是由中央政府派往邦交国的医疗团队提供协助的。由经济部所设立的国际合作发展基金会(简称国合会ICDF)在1962年派出第一支医生队伍前往利比亚。
In recent years, budget cuts have compelled ICDF to recruit medical personnel from the private sector. At the same time, the number of Taiwanese nongovernmental organization (NGOs) providing medical and public health assistance internationally has increased. For countries in need, this means that assistance is no longer solely bound to diplomacy.
近年来,由于预算删减促使国合会不得不转向民间招募医疗人员。而同时,台湾的非政府组织(NGOs)在提供国际性医疗和公共卫生的协助上,次数愈来愈多。对于需要救助的国家而言,这意味着可获得的协助不再受限于外交一途。
Among these NGOs is the Tzu Chi International Medical Association established to provide free medical care and emergency relief, Tzu Chi embraces a “self-help, local resources” philosophy. Since local people generally understand their needs best, Tzu Chi recruits volunteers in situ tocarry out assistance projects. For example, in January 2002, following a month of flooding, Tzu Chi mobilized locals in Jakarta to clear away millions of tons of garbage. Tzu Chi continues to guide a local effort to control future flooding of the Kali Angke River.

S: I thought we could talk about local issues today. So I bought some articles about medical assistance for illegal Mexican immigrants.

D: Yeah, that’s a big problem, especially north of L.A. in Antelope Valley. The Mexican laborers there are the backbone of agriculture.

D: Didn’t they organize a mobile clinic?

D: It says here that there were facilities for a dentist, a gynecologist, a general practitioner, and even a doctor of Chinese medicine. Talk about thorough.

S: My favorite anecdote is about the dentist who was reminded he wanted to leave early, and answered, “I can’t leave. I still have lots of patients.”

D: That’s commitment! You know, I hadn’t realized that though Tzu Chi’s a Buddhist organization, its international volunteers are from many different faiths.

S: With operations in Southeast Asia, South America, and Africa, that stands to reason.
