The head of the U.S. State Departmentthe secretary of state, is responsible for safeguarding the Great Seal of the United States – the official mark of the nation. The seal is used to authenticate important government documents, such as treaties and official presidential communications to foreign governments. The word “seal” refer to the die-cast original guarded by the State Department and any impression made by that die.

身为美国国务院领导人的国务卿,必须负责保管美国大徽章──它是代表美国官方的印记。大徽章用在让重要的政府文件具有法律效力,像是缔约和总统与外国政府往来的正式文件。「印记」这个词汇指由国务院原来保管的那一颗铸模,以及所有由它所印出来的图案。

 

U.S. State Department embassies and consulates represent the U.S. government and its citizens in nearly every country of the world. The presidential commissions which appoint such diplomats are legitimized with an impression of the Great Seal.

美国国务院所属分散在世界各国的大使馆和领事馆代表了美国政府和人民。总统委员会藉由大徽章印记而能合法地任命外交使节。

 

The Continental Congress, precursor of the United States Congress, passed a resolution to create a national seal on July 4, 1776. Although there have been several incarnations of the seal over the years, the basic motif has remained the same: The design is centered around an eagle grasping thirteen arrows in one claw and an olive branch in the other. The olive branch represents the desire for peace, while the arrows represent willingness to fight to defend the country. A scroll held in the eagle’s beak bears the national motto of the United States, the Latin phrase E Pluribus Unum, meaning “out of many, one.”

L: Yes, the official’s chop is clearly the work of a skilled engraver.

A: Have the Chinese always used chops?

L: For a very long time. The tradition began about 3,500 years ago. Even today, most Chinese validate documents with chops rather than signatures.

A: I’ve heard that Chinese emperors used stylized chops call yu xi as symbols of their power.

A: Actually, both sides can be found in any American’s wallet like on this one-dollar greenback.
