Mickey, an American journalist writing a story about intellectual property (IP) protection in Taiwan, visits a night market with Ling, a police officer assigned to piracy cases:
M: Hey, I like your T-shirt: “Anti-Piracy Project No. 2, 2003.”
L: Oh, thanks. We’re very proud of our results in the department. Between July 8 and 11, we seized NT$379 million in pirated goods.
M: Yo, ho, ho! Aside from our interview, the reason I wanted to come here tonight is to pick up some cheap software and VCDs.
L: Well, that’s not going to be as easy as it used to be. Pirated optical audiovisual disks account for NT$60 million of the stuff we seized.
M: Hmm, I do see considerably fewer CD-ROMs and VCDs tonight. But is confiscation really a deterrent to piracy?
L: It’s a start. First, we need to get out there and gather the evidence, then we can build a case. Once we’ve got that, we can enforce penalties.
M: And what are the punishments? A slap on the wrist?
L: Things really are becoming stricter. In the first half of 2003, the number of persons found guilty of IP infringement and sentenced to prison for six months to one year increased by 57 percent.
M: Impressive. Let’s sit down for some shaved ice and do the interview.

Ling and Mickey get a table in a crowded ice shop to discuss anti-piracy crackdowns.
L: Aren’t you glad shaved ice is something that can’t be pirated?
M: You’d better believe it! Otherwise, my favorite dessert would be with all that other stuff you seized. So, what other pirated goods were netted in the raids?
L: Counterfeit handbags, clothing, watches, cell phone covers, fountain pens, glasses, game software, and fake Long Life cigarettes.
M: I love that name. What a great example of irony. Anyway, I’ve got some questions about the revised Copyright Act. It says here that the manufacture and sale of pirated optical disks is now a public prosecution offense. What does that mean?
L: In the coming months, prosecutorial, police, and investigative authorities will be able to act on their own initiative in IP infringement cases.
M: In other words, less red tape?
L: Exactly. Officials will be freer to act. Also, random night market raids will continue.
M: Well, with increased penalties and accelerated investigations, the situation looks promising. I understand a later raid in August of this year showed a significant decrease in piracy.
L: It sure did: both in the number of cases and the value of seized goods. Hey, let’s go browse. This ice is on me, but no bootlegs for you!
